What a Canada Responsible Person does
Canada's Cosmetic Regulations define "manufacturer" to include a person in Canada who is authorized to act for a person outside Canada selling the cosmetic under that foreign person's name or mark. Health Canada's Guide for Cosmetic Notifications describes the same role as a "Responsible person in Canada acting on behalf of a manufacturer who doesn't have a Canadian address."
In practice, Axentra provides that Canadian authorized-person standing, so Health Canada has a Canadian point of contact for your products, and supports the filing and upkeep of the Cosmetic Notification Form (CNF) for each SKU. The engagement is scoped to cosmetics. It is not an EU or UK Cosmetic Regulation Responsible Person appointment (CPNP / CPSR), and it does not replace a U.S. FDA Agent or a MoCRA Responsible Person.
Canadian standing for the CNF. A Canadian manufacturer / authorized-person footprint for Section 4 of the form. As of March 5, 2025, the form requires a Canadian address for the manufacturer or the importer.
A named correspondence path. One Canadian contact for Health Canada notification matters within the agreed scope.
CNF upkeep. Coordination of filing, amending, and discontinuing notifications where these are scoped into the engagement.
Clean separation. The Canadian appointment stays distinct from your U.S. Agent and MoCRA Responsible Person appointments.
A CNF is a notification to Health Canada, not a product approval. A U.S. MoCRA Responsible Person and a U.S. FDA Agent are separate appointments.

Canada Responsible Person & Cosmetic Notification for Foreign Beauty Brands
A Canadian authorized person and full Cosmetic Notification Form support, for brands that sell cosmetics in Canada without a Canadian address of their own.
CNF timeline & what goes on the form
Manufacturers and importers must notify Health Canada with a completed Cosmetic Notification Form within 10 days after they first sell a cosmetic in Canada (Cosmetic Regulations, s.30).
The consequence of missing that window is direct. Under s.15.3, a cosmetic whose notification requirements have not been met cannot be sold once the 10-day period after first sale has passed, and Health Canada notes that a product may be denied entry into Canada or removed from sale. A notification that is incomplete (missing ingredients, contacts, or the required Canadian address) does not meet the requirement.
A CNF is a notification. Health Canada states that submitting it does not constitute approval for sale, agreement that the product is classified as a cosmetic, or confirmation that the product complies with all legislative requirements. Hotlist compliance, labelling, and classification remain the brand's responsibility.
Due: within 10 days after first sale in Canada.
On the form: product brand and name · type, function and form · area of application · ingredients and their concentrations (INCI names where available) · manufacturer, importer and label contacts · a Canadian address for the manufacturer or importer.
Amend: submit a revised notification within 10 days after information becomes inaccurate, including when the product is no longer sold in Canada (s.31).
Not approval: submission is not Health Canada product approval.
What Axentra handles
Axentra runs Canada Responsible Person standing and CNF support as one scoped engagement, invoiced through the same U.S. entity as the rest of your Axentra work.
RP appointment. Canadian authorized-person standing through Axentra's Canadian regulatory vehicle. Details are confirmed at engagement.
CNF file & amend. Cosmetic Notification Form support per SKU or shade, as scoped: filing, amendments, and discontinuations.
Correspondence hygiene. Handling of Health Canada notification correspondence within the agreed scope.
Dual-border clarity. Your Canadian appointment is kept separate from your U.S. Agent and MoCRA path, with each appointment mapped to the right system.
Billing. Invoices come from Axentra Global Pharma Compliance LLC (US). The Canadian vehicle exists for regulatory standing and does not bill clients.
Who this is for
This service is built for beauty brands headquartered outside Canada that are entering or expanding in the Canadian market, and that have no Canadian address to place on the Cosmetic Notification Form.
Foreign brands (US · EU · KR · AU+)
Brand owners outside Canada who sell cosmetics into the Canadian market under their own name or mark.
Amazon.ca & Canadian retail doors
Brands listing on Amazon.ca, Sephora Canada, Shoppers, or other Canadian retail. The first sale in Canada starts the CNF clock.
No Canadian address
Headquarters abroad, with no Canadian legal entity or importer yet available for the Canadian-address fields on the CNF.
Dual-border brands
Teams already on a U.S. FDA or MoCRA path who need a separate Canadian appointment. A U.S. Agent does not cover Canada.
